NAIA: The professional standard of insurance specialists in Russia to be updated in the light of unique features in the work of insurance adjusters

The National Association of Insurance Adjusters (NAIA) took part on the work group session of All Russian Union of Insurers (VSS), dedicated to the updating of the professional standard #444 "Specialist in Insurance".

In accordance with Mr. Andrey BOGACHEV, the President of NAIA, "at the moment under the VSS work group the process of the refreshment of the professional standard #444" Specialist in Insurance", adopted in 2015 by the Ministry of Labor, is under way and the branch community of adjusters takes an active part in the said work. We hope that new standard describes in a more correct and detailed way the activities involving the settlement of insurance claims, i.e. it will be applicable to all classes of specialists, working in settling area and not only to the staff of insurance, reinsurance and broking companies, but also to the representatives of the independent expertise - the insurance adjusters. The job of insurance adjusters has certain specific features and should be covered by the developed standard."

"Initially, it was planned to develop the independent professional standards for different insurance specialists, including those involved in the insurance claims settling as well as in the surveying business, but later, based on the position of the industry specific ministries, the work group of VSS has decided to include the subject types of jobs in the uniform updated and developed standard No.444", as explained by Mr. BOGACHEV.

"NAIA invites all market players of the adjusting services and especially the colleagues - surveyors and adjusters - to take an active part in the discussion of questions relating to the elaboration of the professional standards" - stressed the President of NAIA. The first draft edition is currently analyzed by the members of NAIA, the text is available on our internet site and we plan to submit our comments and recommendations to the work group of VSS. Besides, the subject of organization of the system of professional standards, the education and certification is one of key focus of the International Conference "RISKS&CLAIMS-2017. Assessment of insurance risks and settlement of claims" which NAIA holds on 20th September 2017 in Moscow together with the International Federation of Adjusting Associations (IFAA).We look forward to meeting at the Conference all specialists and experts, interested in the development of claims settling business, both as guests and panelists.

The National Association of Insurance Adjusters ( NAIA)- the first professional union of organizations in Russia, which specializes in rendering of services in the area of independent adjusting of insurance losses. Established in 2010, it consolidates about 50% of members of adjusting market of Russia and is a part of the European Federation of Loss Adjusting Experts (FUEDI). In May 2017 the President of NAIA Mr. A.Bogachev was elected as the President of International Federation of Adjusting Associations (IFAA).

The Professional standards are developed in the framework of the Presidential Directive No. 597 dd.07.05.2012 " About the measures of the state social policy to be implemented", in accordance with the of Decree No. 23 dd.22.01.2013 of the cabinet of ministers of RF " About the rules of developing, adoption and implementation of the professional standards" and Federal Law No.122 " About the introduction of changes into the Labor Code of RF" and articles 11, 73 of the Federal Law "About the education in RF". The Professional standard No.444 "Insurance specialist" was adopted by the Decree of the Ministry of Trade and Social Security RF" No.186n dd.23.03.2015
